Why I cannot use the Mint function ?

If the token minting authority is turned off, you can't add more tokens.

Why I cannot change authority of my token ?

If you've already decided on the total number of tokens, it means you've turned off the ability to create more. So, you can't change who has control over creating new tokens because there's no one left in charge of it.
